Floyd H. Briggs, son of Guy and Laura Briggs, was born in 1920. Briggs attended four years of high school in Onalaska. A few years after he last attended school, the Japanese attacked Pearl Harbor on December 7, 1941, and the United States entered World War II.

Briggs joined the US Army shortly thereafter and became part of the US Army Air Force, or USAAF. The USAAF was the predecessor to the modern-day Air Force and conducted bombing, air defense, reconnaissance, and cargo missions during World War II.

Briggs likely never saw combat, as he perished in a training accident in 1943.
